When a device is powered on, the RST_N and TRST_N pins must be asserted (low) until the voltages are stable and in the operating range. The device will come up in a stable state at the end of Power on Reset. The device should not be used until this reset.
As the errata in the datasheets show, the internal pull-ups on these two pins can occasionally provide stronger than normal pull-up currents and hence a RC type reset circuit is not recommended to avoid unpredictable behaviour. A voltage supervisor type reset circuit is recommended to guarantee a clean reset. This also has the benefit of asserting system reset when the relevant supplies got out of specification.
