I didn't have any problems importing the XMOS L2 footprint file (PADS .d format) into the Pulsonix software I use. I'd already created my own, as well.
This is the XMOS one:

I'd like to get the L2 footprint into Altium too.
Altium can import PADS POWERPCB v1, v1.5 v2, v3, v3.5, v4, v5, PADS-PCB V5, PADS2000 v3 and v4 and PERFORM v6.
Maybe someone can export to one of those formats.
I had good luck import PADS that ended .ASC.

.d (decal) PADS files are ASCII footprint files. .asc files are PCB designs. Perhaps Altium doesn't import PADS footprints. You could try saving the footprint from the imported PCB design, I can do that with Pulsonix.

Importing the PADS file became way too much work compared to making your own.
I discovered Altium has a dual row IPC generator so just type in the numbers from the datasheet.
The only thing you have to do is move the 4 corner pads after the automatic footprint generator.
The numbering on the datasheet is too small to see so it would be good if someone had a higher res to make sure all the pins line up.

I opened the XMOS design files in Mentor and resaved them in ASCII format instead of the (I guess binary) format that seems to be used in the download section.
Probably not the most confused programmer anymore on the XCORE forum.

Getting back on topic, I still would love to see a 200pin SODIMM module for the G4 device.
A clone of the XC-1A except all the I/O pins broken out to the SODIMM would be ideal.
Crystal + FT2232D + Switching Power Supply + G4 would be ideal.
I could live with:
Crystal + Switching Power Supply + G4 and use an xtag2 for the JTAG
