How can i use Tile 1 on startKIT for USB and aps ?

Short answer: You're not supposed to on the startKit

Long answer: You can, but it's a rather cumbersome process, using a solution based on the dynamic loading application note, the TP1 header and a spare XTAG2.

You don't need a JTAG adapter on TP1 during normal operation,
only while writing the code for the debug tile itself (or you can
do that completely blind, if you like frustration).
