XJtag can not find L1 in my board!

Hi Hacker:
My new design board use one L1. I checked the boards, no abnormal conditions according to the Hardware design checklist.http://www.xmos.com/products/silicon/xs1-l1
But I still cannot see L1 using XDE 11.2 in debug configuration.
I dont think this is the solder problem.
I think this is a power-on / reset problem.
Can someone provide some designs or check methods?
