Hi,

Is it possible to clock one XS1-U16 from another using a pin to create an output clock?

The external oscillator input is 1.8V, while the I/O pin outputs are 3.3V;
so no, you cannot connect them directly. I don't see any reason why it
wouldn't work if you lower the voltage somehow to be within range for
the oscillator input though.

Are there dedicated clock blocks or would I need to dedicate a thread to this?

A port can output its source clock. There are hardware resources
(named "clocks" :-) ) that generate such clock signals, yes (they can
output a clock signal that is the reference clock, or the reference
clock divided by an even number).
